The work research a key aspect of the 2030 Agenda, in Mexican, framed in the objective Peace, Justice and Solid Institutions, such is the case of the creation of penalties under the Public-Private Partnerships (PPP) scheme. After more than five years of implementing the PPP scheme in the prison sector, the work provides empirical evidence that there is no significant difference between a prison built under that scheme and the traditional (public) scheme. In that sense, the work concludes by pointing to two issues. First, the need to rethink the security strategy, giving less weight to hardhanded schemes to "promote peaceful and inclusive societies in sustainable development, facilitate access to justice for all and create effective, responsible and inclusive institutions". Second, to draw attention to the fact that the problems of origin (by type of rules of the game in the Mexican case) of PPPs may arise in other key sectors of the 2030 Agenda, in regard to the provision of services / or infrastructure.
